Job summary

The HCM Cloud Platform & DevOps Engineer is tasked with designing, building, and operating cloud infrastructure for a federal HCM modernization program utilizing Oracle Fusion Cloud HCM. Key responsibilities include developing CI/CD pipelines with Jenkins and Terraform, managing OCI resources, and ensuring compliance with NIST SP 800-128 while automating disaster recovery and system monitoring processes.

• Ability to obtain and maintain Public Trust clearance
• 7+ years of experience in cloud platform engineering, DevOps, or enterprise systems administration
• 5+ years of experience with OCI, AWS GovCloud, Azure Government, or other FedRAMP-authorized cloud platforms
• Strong proficiency with CI/CD tools
• Experience with Terraform or similar IaC tools
• Proficiency in Python and/or Bash
• Knowledge of federal compliance frameworks including FIPS 140‑3, NIST 800‑53, and FedRAMP Moderate+

Responsibilities

• Design, build, and maintain CI/CD pipelines for Oracle Fusion Cloud HCM using Jenkins, Terraform, and Python
• Manage Oracle Cloud Infrastructure (OCI) resources in FedRAMP Moderate+ environments
• Establish and maintain NIST SP 800‑128 compliant configuration baselines
• Orchestrate quarterly Oracle SaaS updates
• Implement and manage disaster recovery (DR) and business continuity (BC) capabilities
• Monitor system performance, availability, and capacity using OCI monitoring services
• Apply infrastructure‑as‑code practices with Terraform
• Enforce FIPS 140‑3 encryption requirements
• Manage environment refresh cycles, data masking for non‑production
• Develop platform operational runbooks, architecture diagrams, and deployment procedures
• Participate in SAFe Agile ceremonies
• Troubleshoot complex technical issues independently
• Lead small technical initiatives
