Job summary

The HCM Cloud Platform & DevOps Engineer is responsible for designing, building, and operating cloud infrastructure for a federal HCM modernization program utilizing Oracle Fusion Cloud HCM. Key responsibilities include maintaining CI/CD pipelines with Jenkins and Terraform, administering Oracle Cloud Infrastructure (OCI), and implementing disaster recovery solutions while ensuring compliance with federal standards such as NIST SP 800-128.

Qualifications

  • Ability to obtain and maintain a Public Trust clearance.
  • 10+ years of experience in cloud platform engineering or DevOps.
  • 8+ years of hands-on experience with OCI or comparable FedRAMP-authorized cloud platforms.
  • Strong proficiency with CI/CD tools and experience automating workflows.
  • Hands-on experience with Terraform or similar IaC tools.
  • Proficiency in Python and/or Bash for automation.
  • Understanding of federal compliance requirements including FIPS 140-3 and NIST 800-53.
  • Experience with configuration baselining and release management.

Responsibilities

  • Design, build, and maintain CI/CD pipelines using Jenkins, Terraform, and Python.
  • Administer Oracle Cloud Infrastructure (OCI) resources in FedRAMP Moderate+ environments.
  • Establish and maintain configuration baselines aligned with NIST SP 800-128.
  • Orchestrate quarterly Oracle SaaS updates and coordinate regression testing.
  • Implement disaster recovery and business continuity capabilities.
  • Monitor performance and configure automated remediation workflows.
  • Apply infrastructure-as-code practices through Terraform.
  • Enforce FIPS 140-3 encryption requirements and coordinate with cybersecurity engineers.
  • Manage environment refresh cycles and support agency onboarding.
  • Develop operational runbooks and deployment procedures.
  • Participate in SAFe Agile ceremonies and contribute to sprint planning.
  • Serve as the technical authority for the platform domain.
  • Lead and mentor engineering and functional team members.
